Usually making a template is only necessary when there is a significant curve or outset on the transom. That being said, the best way to make one is as follows:

After drawing out the placement of the bracket on the transom use a piece of Formica or cheap paneling and cut about 6" wide and to the length of bracket you want. Mark center of this piece and tack onto a 2x4 leaving about 3" overhang. Place against transom at the point where the top of the bracket will set (i.e. 19" or 24" line) and line up center marks on both template and transom, mark and cut template until it conforms to transom. (NOTE: the better the template fits the better your bracket will fit.) After this remove from 2x4 and cut do not saw into about 12"lengths, place in envelope and mail.
